Jerry Parr is a nationally known and highly regarded early childhood educator with a long and valued history with Head Start and Early Head Start. Mr. Parr is a noted expert in Head Start Performance Standards and Compliance Monitoring.
He has worked closely with the Office of Head Start to provide subject matter expertise to standardize the National Monitoring System. As part of the Designation and Renewal design team Jerry has worked on the design and implementation of CLASS since its inception as a Head Start tool, and has been part of the OHS CLASS Work group that was formed to help shape CLASS implementation policy as part of Designation and Renewal.
Mr. Parr designed, launched, implemented and managed the Non-Federal Team Leader project. In addition to this work Mr. Parr advised the Office of Head Start on creating a replicable model for On-Going Monitoring Systems. He has worked with OHS on providing ongoing training for Region 11 grantees understanding compliance, and served as a sounding board to Region 11 program specialists on quality within AI/AN.
On behalf of the OHS Mr. Parr has created and conducted many Region XI Webinars, panel presentations, and policy papers. Mr. Parr has presented frequently to Federal and grantee audiences about Training, Policy, Monitoring, Sovereignty and relevant issues concerning tribal programs and communities.
Mr. Parr has developed and conducted numerous OHS Monitoring training events for Federal Head Start staff at the national and regional levels. Mr. Parr is also internationally recognized for his efforts to develop global policy that will encourage the support of increasing the number of males in caregiver and teacher roles in an effort to achieve more equitable gender balance and ensure each child’s right to have both men and women in his/her classroom and life.
